Your new chandelier arrives with a GST bill. One line on the bill says “HSN 9405”. You have seen the number before, on a bulb box and on a dealer’s quote.
So what does 9405 mean? Does the code say the light came from China? Does the code say who got your money?
The 9405 HSN code answers some of these questions, but not all of them. The code tells you what the product is. The code does not tell you where the product was made.
Below, you will see what the code means and what an imported light pays on the way in. You will also learn how to check your own bill.
The short answer
The 9405 HSN code is the number India’s customs and GST lists use for lamps and light fittings, made here or abroad. The customs tariff lists 20% to 25% basic customs duty on an imported light, and an Indian-made light pays no customs duty. In 2024, China sent 73.8% of the chandeliers and ceiling or wall lights India imported.
What is really going on with the 9405 HSN code
By the numbers:
- India imported US$55.3 million of chandeliers and ceiling or wall lights in 2024, as per World Bank trade data.
- China sent US$40.8 million of those lights, or 73.8%.
- In 2019, the same imports were US$62.8 million, and China’s share was 70.3%.
- Basic customs duty on light fittings is 20% to 25%, as EximPe reads the CBIC customs tariff in May 2026.
- In May 2026, ELCOMA, the lamp makers’ body, said GST on LED products is 18% and asked for 5%.
- 48 countries sold these lights to India in 2024.
HSN means Harmonised System of Nomenclature. HSN is a shared list of product numbers. Customs officers use the list at the port, and GST bills use the same list in the shop.
The first 4 digits name the family. 9405 is the family for lamps and light fittings. The next digits split the family into chandeliers and ceiling or wall lights, table and floor lamps, and parts such as glass.
A Greater Noida factory and a factory in China both put 9405 on the bill. The code describes the light, not the place. So the code alone cannot tell you if a light is imported.
Money is where the two lights differ. An imported light pays basic customs duty at the port. Basic customs duty is a tax on goods coming into India. An Indian-made light skips that step.
Here is the first sum. Take an import worth 100 at the port. Add 20% to 25% basic customs duty. The cost becomes 120 to 125 before GST, the trader’s margin or the shop’s rent.
GST then applies to both lights at the same rate. So GST does not change the gap. The customs duty and the long trip stay in the imported light’s price.
Here is the second sum. India imported 3,557,710 kg of these lights in 2019 and 2,719,560 kg in 2024. The weight fell by 23.6%. But each kg was worth more: US$17.65 in 2019 and US$20.33 in 2024, or 15.2% more.
How to check it yourself
- Find the HSN code on the bill. 9405 means lamps or light fittings, from any country.
- Read the seller’s GSTIN, the 15-character GST number. The first 2 digits show the seller’s state, such as 09 for Uttar Pradesh.
- Look for “Country of Origin” on the box or listing. The Consumer Protection (E-Commerce) Rules, 2020 make online sellers show the country of origin.
- Ask where the factory is. A maker can name the factory town.
- Ask for one spare part by name, such as one glass globe, and ask how long the maker keeps it.
What we found: On 26 Oct 2026 we read the 2024 import table for these lights, line by line. 48 countries, plus one group the data does not split, sold these lights to India. 6 of them sold more than US$1 million each, and those 6 made up 88.6% of the total. China alone made up 73.8%.
